Expands the Public Employment Relations Act to cover public employers with 10 or more full-time employees, lowering the threshold from 100 employees.

Requires the Board to issue written findings of fact and conclusions of law within 180 days of the close of the record in unfair labor practice cases.

Requires the Board to notify parties in writing of the status of their case within 180 days of the record closing if a decision cannot be issued, and every 30 days thereafter.

Maintains existing prohibitions on the Board issuing orders for binding interest arbitration or orders that compel concessions in collective bargaining disputes.
