Allows the Department of Services for Children, Youth & Their Families (DSCYF) to conditionally hire applicants for safety, security sensitive, or child care positions and begin training them after they submit to required drug testing, without waiting for test results

Aligns DSCYF's pre-employment drug testing procedures with those of other state agencies providing secure care, including the Department of Correction and Delaware Psychiatric Center

Maintains mandatory drug testing requirements including preemployment testing, random testing, and reasonable suspicion testing for safety, security sensitive, and child care employees

Requires testing for marijuana/cannabis, cocaine, opiates, PCP, amphetamines, and other controlled substances specified by departmental regulations

Addresses recruitment challenges for historically hard-to-fill secure care positions by allowing faster hiring processes while maintaining drug testing requirements
