Requires all Delaware school districts and charter schools serving high school students to provide instruction in comparative political ideology in grade 10, beginning with the 2023-2024 school year.

Mandates instruction include comparative discussion of political ideologies including communism and totalitarianism, highlighting how these conflict with U.S. founding principles of freedom and democracy.

Directs the Department of Education to develop and publish resources to assist schools, including curated oral history resources featuring personal accounts from victims of authoritarian regimes for comparison with U.S. governing philosophy.

Requires each school district and charter school to designate an individual to oversee implementation and report to the Department by November 15 annually on how the instruction was delivered.

Instructs the Department to submit a written annual report to the Governor and General Assembly by January 15 detailing the instruction provided and implementation across all school districts and charter schools.
