Increases liability cap for Delaware Transportation Authority from $300,000 to $1,000,000 per occurrence for claims covered by insurance.

Requires Delaware Transit Corporation to maintain minimum insurance coverage of $1,000,000 per occurrence and adds $1,000,000 uninsured/underinsured motorist coverage requirement.

Replaces tiered insurance requirements for public carriers (limousines, charter buses, taxicabs) with uniform minimum of $1,000,000 liability coverage plus $1,000,000 uninsured/underinsured motorist insurance.

Adds uninsured and underinsured motorist insurance requirements for transportation network company (TNC) drivers: $100,000 minimum when logged on but not actively transporting passengers, and $1,000,000 minimum when engaged in a prearranged ride.

Effective date is six months following enactment.
