Permits Delaware state agencies to install and operate electric vehicle charging stations (EVSE) at state-owned or state-leased properties.

Allows agencies to charge fees for public or employee use of charging equipment, provided fees do not exceed the agency's actual costs for electricity, installation, and maintenance.

Requires fees collected to be used exclusively for payment of electricity consumed and maintenance of the charging infrastructure and equipment.

Limits charging station locations to state properties including offices, service centers, maintenance facilities, correctional facilities, visitor centers, research centers, health-care facilities, and recreational facilities.

Authorizes agencies to make charging stations available to the public, employees, or both at their discretion, thereby expanding electric vehicle charging infrastructure to support EV adoption in Delaware.
