Adds definition of "civil disorder event" as a public disturbance involving acts of lawlessness or violence by 3 or more individuals causing injury or property damage, including riots under Delaware law.

Creates graduated felony penalties for manufacturing, transferring, or possessing bombs, incendiary devices, Molotov cocktails, or explosive devices during a civil disorder event (class C felony).

Makes it a class B felony to throw, launch, or activate such devices during a civil disorder event, and upgrades to class A felony if the action injures another person.

Maintains existing class D felony for manufacturing, transferring, possessing, or transporting such devices with intent to cause bodily harm or property damage (outside civil disorder context).

Allows prosecution of individuals 16 years or older as adults for violations under Title 10, and establishes possession of such devices as prima facie evidence of intent to cause harm or damage.
