Prohibits importing, exporting, buying, selling, transporting, distributing, or propagating invasive plants in Delaware without prior written approval from the Secretary of Agriculture.

Establishes an "Invasive Plant List" containing 37 species including multiflora rose, Japanese honeysuckle, Japanese knotweed, tree of heaven, and English ivy that are automatically designated as invasive.

Allows the Secretary to approve prohibited activities only for disposal, control, research, education, or export for those purposes.

Requires plants on a "watch list" of potentially invasive species to be labeled as such when sold at retail or wholesale outlets.

Imposes civil penalties of $50 to $500 per violation, with enforcement authority granted to the Department of Agriculture and the Department of Natural Resources and Environmental Control; takes effect July 1, 2022.
