Creates a new crime of "looting" classified as a Class C felony under Delaware Code Title 11, Chapter 5, Subchapter VII.

Defines "civil disorder event" as a public disturbance involving acts of lawlessness or violence by 3 or more individuals that causes immediate danger, injury, or property damage, including riots under § 1302.

Defines "looting" as unlawfully entering or remaining in a building during a civil disorder event with intent to commit criminal mischief, shoplifting, or theft.

Establishes that persons who engage in looting are guilty of a Class C felony, providing law enforcement and prosecutors with additional tools to address destructive conduct during civil disorder.
