Creates the crime of "riotous burning" as a class B felony when a person damages a public building, mercantile establishment, law enforcement vehicle, or public safety vehicle by starting a fire or causing an explosion during a civil disorder event.

Elevates the offense to a class A felony if the riotous burning injures another individual.

Defines "civil disorder event" as a public disturbance involving acts of lawlessness or violence by 3 or more individuals that causes immediate danger, damage, or injury to persons or property, including riots under existing law.

Defines "public building" as structures owned or leased by the state or political subdivisions, including buildings associated with public schools, the University of Delaware, or Delaware State University.
