Creates a new crime of riotous destruction of a public monument, classified as a class C felony under Delaware Code Title 11.

Defines "civil disorder event" as a public disturbance involving acts of lawlessness or violence by 3 or more individuals that causes immediate danger, injury, or property damage, including riots as defined in existing law.

Defines "public monument" as a monument, statue, shrine, tablet, memorial, wall, or historical display on land owned or leased by the State of Delaware or a political subdivision.

Makes it a class C felony for any person to remove, tear down, damage, or destroy a public monument during a civil disorder event.
