Removes the exemption in § 543(d)(4) that allowed reduced distance requirements for off-premises alcoholic liquor licenses based on population growth in the area.

Reinstates strict distance requirements: ½ mile minimum in incorporated cities or towns and 3 miles minimum in unincorporated or rural areas between similar licensed establishments.

Permits the Commissioner to grant a new license to existing licensees who need to relocate due to building destruction, loss of lease, highway diversion, or similar uncontrollable circumstances.

Limits relocation moves to 500 feet within incorporated cities or towns, or ½ mile within unincorporated or rural areas, while requiring compliance with all other distance and licensing requirements.

Applies only to licensees whose licenses were valid on December 31, 2019, and applies exemptions to clubs, farm wineries, brewery-pubs, microbreweries, and craft distilleries.
