Requires all Delaware school districts and charter schools serving high school students to administer civic knowledge assessments in both grade 10 and grade 12.

Assessment must cover the nature and structure of the U.S. constitutional republic, principles and operations of U.S. government, and rights and responsibilities of citizenship.

Schools may choose the assessment format and may use the United States Citizenship and Immigration Services Test to fulfill the requirement.

Schools must issue certificates of recognition to students who achieve perfect scores and report assessment data to the Department of Education by November 30 annually.

Implementation begins in the 2023-2024 school year; the Department of Education must post resources online and submit annual reports to the Governor and General Assembly by January 15.
