• Permits municipalities to maintain separate voter registration systems only for nonresident voters, if the municipality allows nonresidents to vote.

• Establishes voter identification requirements at municipal elections, accepting documents such as Delaware driver's licenses, photo IDs, utility bills, bank statements, leases, and other commonly accepted proof of identity and address.

• Takes effect immediately and applies to all municipal elections held on or after January 1, 2024.
