Directs the Delaware Department of Agriculture to classify neonicotinoid pesticides designed for outdoor applications as restricted use pesticides.

Defines "neonicotinoid pesticide" to include acetamiprid, clothianidin, dinotefuran, imidacloprid, nitenpyram, nithiazine, thiacloprid, thiamethoxam, and other chemicals designated by the Department as belonging to the neonicotinoid class.

Requires the Department to establish a comprehensive list of chemicals belonging to the neonicotinoid class for inclusion under the restricted use pesticide classification.

Restricts purchase and use of outdoor neonicotinoid pesticides to certified and licensed pesticide applicators or persons working under the direct supervision of a certified and licensed pesticide applicator.

Addresses concerns that neonicotinoid pesticides may harm pollinating insects and contribute to colony collapse disorder in bee populations.
