Repeals Chapter 27 of Title 3 (nuisance plants regulations) effective July 1, 2022, replacing it with updated Chapter 29 terminology.

Prohibits importing, exporting, buying, selling, transporting, distributing, or propagating 37 specifically listed invasive plants unless Secretary of Agriculture provides prior written approval for disposal, control, research, education, or export purposes.

Creates a "Plant Watch List" for potentially invasive plants that may be sold or distributed only if identified with Secretary-approved tags, labels, or signs.

Authorizes Department of Agriculture to add and remove plants from the Invasive Plant List through regulatory process and to establish the Plant Watch List with advice from the Delaware Native Species Commission.

Takes effect July 1, 2022.
