Amends Section 314 of Title 18 (Delaware Insurance Code) to require the Commissioner to permit inspection of departmental papers, records, and filings in accordance with the State's Freedom of Information Act (Chapter 100 of Title 29) rather than allowing discretionary withholding based on public interest determinations.

Amends Section 10112 of Title 29 (Administrative Procedures Act) to require agencies to make public records available in accordance with the Freedom of Information Act, replacing the previous enumerated list of specific document types that must be disclosed.

Removes language that allowed the Insurance Commissioner to withhold records deemed prejudicial to the public interest and language that limited disclosure to persons with "identified and proper interest."

Maintains existing exemptions from disclosure including internal personnel matters, ongoing enforcement investigations, documents specifically exempted by law, and materials that are confidential or privileged.

Harmonizes public records access requirements across multiple Delaware statutes to ensure consistent application of the State's Freedom of Information Act standards.
