Allows the Department of Services for Children, Youth & Their Families (DSCYF) Director or Deputy Director to consent to voluntary psychiatric admission for youth in foster care when a parent or legal guardian is unavailable.

Adds DSCYF Director or Deputy Director as an authorized party to sign voluntary admission requests for youth in DSCYF custody under Chapter 25 of Title 13, alongside parents and legal guardians.

Grants DSCYF Director or Deputy Director authority to make written discharge requests on behalf of youth in foster care receiving voluntary psychiatric treatment.

Eliminates delays in accessing inpatient psychiatric treatment for foster youth by allowing admissions to proceed without waiting for unavailable parents or legal guardians to provide consent.

Applies to youth in foster care whose parents' or guardians' parental rights have not been terminated, with DSCYF working collaboratively with families on medical treatment decisions.
