Establishes graduated penalties for official misconduct by public servants, ranging from class A misdemeanor to class A felony based on the severity and value of the offense.

Adds five specific conduct violations: unauthorized exercise of official functions, failure to perform duties, self-dealing with personal financial interests, discriminatory conduct, and using position of authority to engage in criminal conduct.

Increases penalties based on monetary thresholds: class F felony for $1,500 or more in personal benefit/harm, class D felony for $50,000-$99,999, and class B felony for $100,000 or more.

Enhances penalties when misconduct causes physical injury, serious physical injury, or death, or involves underlying criminal offenses ranging from misdemeanors to class B felonies.

Bars anyone convicted of official misconduct on or after July 1, 2022 from holding public office in Delaware, and establishes Superior Court exclusive jurisdiction over violations.
