Establishes the Multistate Professional Counselor Licensure Compact allowing licensed professional counselors to practice in multiple member states under a "Privilege to Practice" based on their home state license.

Requires participating states to license counselors with a 60 semester-hour master's degree in counseling, passage of a nationally recognized exam, supervised postgraduate experience, and criminal background checks.

Creates the Counseling Compact Commission with one delegate per member state to administer the compact, promulgate rules, maintain a data system for licensure and disciplinary information, and oversee member state compliance.

Permits remote states to take disciplinary action against counselors but reserves authority to discipline home state licenses exclusively to the home state; loss of home state license or any disciplinary action results in loss of interstate practice privileges.

Becomes effective when the compact is enacted in 10 states; includes special provisions for active duty military personnel and their spouses to maintain home state designation during relocations and allows telehealth practice across member states.
