Increases the maximum balance the Consumer Protection Fund can retain at the end of each fiscal year from $3 million to $10 million.

Expands the purposes for which Consumer Protection Fund money can be used to include costs associated with laws prohibiting financial fraud.

Authorizes the Attorney General to expend Consumer Protection Fund money for salaries, costs, and expenses related to consumer protection, financial fraud, and antitrust actions.

Any balance exceeding the $10 million cap at fiscal year-end must be deposited into the General Fund.

Requires the Attorney General to submit detailed reports on fund revenues, expenditures, and program measures to the Delaware State Clearinghouse Committee.
