Restructures the Delaware Nutrient Management Commission from 15 voting members and 4 ex officio members to 15 voting members and 4 ex officio non-voting members.

Changes appointed member term length from 3 years to 4 years and requires members to elect a Chairperson and Vice Chairperson (must be from farmer category) instead of Governor appointing the Chair.

Consolidates farmer representation categories to include dairy, swine, beef, or small ruminant farmers; poultry farmers; equine operation owners; grain and vegetable row crop farmers, with at least 1 representative from each county.

Streamlines appointment process by reducing appointing authorities and clarifying representation requirements for nutrient applicators, golf course/lawn care industry, environmental advocates, nutrient consultants, and nursery industry representatives.

Maintains compensation at $100 per meeting with a cap of 16 meetings per year and establishes the Nutrient Management Program Administrator as a full-time, exempt state position within the Department of Agriculture.
