Requires the Delaware Department of Agriculture to promulgate rules and regulations by January 1, 2024 classifying neonicotinoid pesticides for outdoor use as state restricted use pesticides, with effectiveness delayed until July 1, 2024

Bans retail sale of neonicotinoid pesticides to the public for outdoor applications, while exempting pet care products, veterinary products, indoor pest control, treated wood products, agricultural seed treatments, and certified applicators

Defines "neonicotinoid pesticide" to include acetamiprid, clothianidin, dinotefuran, imidacloprid, nitenpyram, nithiazine, thiacloprid, thiamethoxam, and any other chemicals designated by the Department as belonging to this chemical class

Requires the Department to develop and publish best practices by October 1, 2022 for minimizing airborne release of neonicotinoid pesticides and related dust, including guidance on seed planter equipment positioning, weather conditions, and seed lubricants

Mandates best practices be made publicly available through the Department's website and other means to farmers, agricultural facility operators, and the general public
