Creates a "Gun Owners' Bill of Rights" to protect individuals and businesses that legally own firearms, ammunition, or hunting equipment from discriminatory business practices.

Prohibits discrimination in pricing, availability, or access to products, goods, services, and financial services based on gun owner status, hunting, or membership in shooting or sportsperson organizations.

Bans creation, compilation, or distribution of lists, databases, or information about gun owners and firearms, with limited exceptions for merchants' own customer lists and hunting club membership records.

Authorizes the Delaware Attorney General to enforce the law and allows courts to impose civil penalties of up to $10,000 per willful violation, with additional $10,000 penalties for violations against elderly persons or persons with disabilities.

Permits private civil actions to enforce the law and establishes these remedies as supplementary to other state and federal legal procedures.
