Establishes a special "Boy Scouts of America" registration plate available to owners of private passenger vehicles and motor vehicles with a manufacturer's gross vehicle weight rating of 26,000 pounds or less.

Requires a one-time fee of $50 upon initial application, which includes a $15 administrative fee, in addition to standard annual registration fees.

Directs the $15 administrative fee to a special fund for promoting and administering the plate program, with remaining proceeds applied to the plate's non-administrative costs.

Deposits non-administrative portions of the $50 fee with the State Treasurer for distribution to Delmarva Council, Boy Scouts of America.

Allows the Boy Scouts of America to determine the plate's colors and design, with the Division of Motor Vehicles retaining authority to refuse designs that pose public safety concerns.
