Requires the Department of Education to develop a Facilities Evaluation Instrument by January 1, 2024, to assess school building conditions across 16 facility categories including gas leaks, mechanical systems, water quality, mold, and structural damage.

Mandates that school districts annually present facility inspection findings at public school board meetings and submit reports to the Department of Education, Bond Committee chairs, and legislative committees by May 1st each year.

Requires the Division of Public Health to establish mandatory temperature and humidity ranges for schools and a routine indoor air quality monitoring program by January 1, 2024, based on OSHA recommendations and industry standards.

Requires school districts to develop and implement indoor air quality monitoring plans by January 1, 2025, and achieve full compliance by May 1, 2025, with authority for the Secretary of Education to grant extensions for districts demonstrating substantial compliance efforts.

Establishes procedures for receiving and investigating indoor air quality complaints, creates a Division of Public Health contractor certification program for indoor air quality services, and requires an information portal on the Department of Health and Social Services website to support districts.
