Eliminates the ability of private citizens to obtain arrest warrants directly from Justice of the Peace Courts by changing the statute to require that only law-enforcement officers can file complaints requesting warrants

Amends § 5906 of Title 11 to replace references to "complainants" with "law-enforcement officers" throughout the warrant issuance process

Requires that all arrest warrants issued by a justice of the peace must be based on information sworn to under oath or affirmation by a law-enforcement officer

Codifies current practice, as the Justice of the Peace Court already actively discourages accepting warrant requests from citizens
