Designates the 9/11 Remembrance Flag as a symbol of Delaware's concern and commitment to remembering lives lost in the September 11, 2001 terrorist attacks, including military, police, fire, and first responder personnel.

Encourages chief administrators of designated governmental buildings and facilities to display the 9/11 Remembrance Flag on September 11 of each year, including Delaware Legislative Hall, state constitutional offices, court buildings, and veterans' memorials.

Extends flag display encouragement to federal buildings and facilities authorized by federal law, including U.S. veterans' cemeteries, memorials, post offices, and Veterans Affairs medical and service centers.

Permits local government buildings and facilities to display the flag as determined by their respective governing bodies.

Authorizes schools to offer instruction annually on the events of September 11 and the role of military, police, fire, and rescue personnel, and permits the 9/11 Remembrance Flag to be flown beneath the American Flag only.
