Delaware Education Right to Know Act (SB 279)

• Public schools and charter schools must notify parents, guardians, and stakeholders at the start of each academic year about opportunities to express opinions to school boards and administrators, including dates, times, and proper protocols.

• Schools must make teachers available to meet with parents or guardians of their students at least once per academic year before the midpoint of the school year.

• Schools must create web portals providing public access to course syllabi, instructional materials descriptions, policies on violent incident communication, and information on health care services offered.

• Schools must respond to information requests within 10 business days, provide designated points-of-contact, and implement policies for parents and stakeholders to review instructional course materials.

• Citizens denied access to requested information may sue in Court of Chancery within 45 days, with the burden of proof on the school to justify denial; courts may award attorney fees to successful plaintiffs.
