• Requires creation of a Neighborhood Improvement District Management Association (NIDMA) as a nonprofit corporation to oversee district operations, with a board including property owner representatives and a County non-voting member.

• Includes sunset provisions limiting initial NID existence to up to 5 years, with renewal requiring County Council review and approval; allows early dissolution by 51% property owner approval.

• Modifies Title 17 to authorize NIDs to contract for snow removal services with County reimbursement up to 75% of costs for qualifying snow events.
