Exempts minor capital improvement projects from the matching fund requirements in § 7503, which previously applied uniformly across all school construction projects.

Replaces the fixed 40% local matching requirement for minor capital improvements with a variable local share ratio based on each school district's ability index, ranging from 20% to 40%.

Applies the same equitable matching formula used for major school construction projects to minor capital improvements, calculated by multiplying the district's ability index by .40 with a floor of .20 and ceiling of .40.

Maintains the State's responsibility to pay its proportional share based on the local ability index while allowing districts with greater financial capacity to contribute a higher local share.

Allows the State to fund 100% of minor capital improvements for schools entirely supported by the State.
