Amends § 2508(b) of Title 29 of the Delaware Code to restrict the Attorney General's access to state documents during civil litigation discovery.

Limits the Attorney General's right to access books, papers, records, and documents of state agencies and departments to exclude discovery purposes in civil actions brought by or on behalf of the Attorney General.

Preserves the Attorney General's full access rights to Department of Justice documents regardless of the litigation context.

Ensures state agencies, departments, boards, and commissions receive standard discovery protections under applicable civil procedure rules when the Attorney General initiates civil litigation.
