Establishes maximum acreage limits for Downtown Development Districts based on population: 95 acres for municipalities/unincorporated areas with 9,000 or fewer persons, 185 acres for 9,001-30,000 persons, and 400 acres for over 30,000 persons.

Codifies previously informal acreage limitations set by the Delaware Office of State Planning Coordination into Title 22 of the Delaware Code.

Increases the acreage limit for larger jurisdictions (over 30,000 population) from 250 acres to 400 acres.

Maintains existing district designation and renewal requirements: initial 10-year period with up to two 5-year renewals, limited to a maximum of 15 districts statewide with one district in each county among the first three designated.

Requires districts to submit regular reports and comply with local incentive provisions, reporting requirements, and other responsibilities as specified by law or regulation.
