Allocates up to $45,000 in unrestricted operational funds to the Kalmar Nyckel Foundation for planning and design of a replica ship and Delaware Visitor Center on the Wilmington Riverfront.

Authorizes Department of Transportation to provide one-time reimbursements from Community Transportation Funds to 17 entities totaling approximately $1.05 million for vehicles, infrastructure, and equipment projects.

Grants Secretary of State authority to waive procurement requirements to rapidly complete restoration and maintenance of historic buildings and sites, and to expedite sales, transfers, or acquisitions of historic properties subject to preservation easements.

Authorizes New Castle County Vocational Technical School District to transfer non-obligated funds from Howard High School/1927 Building to St. Georges Technical High School for turf field replacement and to Delcastle Technical High School for water infiltration, ventilation, and accessibility improvements.

Appropriates $5,000,000 to Transportation Infrastructure Investment Fund with up to $980,000 authorized for Daniel S. Frawley Stadium improvements, contingent on matching commitments from Delaware Stadium Corporation and Wilmington Blue Rocks.
