• Revises definitions of key terms (alphabetized), corrects plant names, and updates prohibited and restricted noxious weed seed classifications with more specific scientific nomenclature.

• Streamlines enforcement procedures by consolidating seizure and injunction provisions into §1507, establishing civil penalties ($100 first offense, $250 subsequent), and requiring written notice and administrative hearing before penalty imposition.
