Establishes the Delaware Climate Change Solutions Act requiring the State to reduce statewide greenhouse gas emissions by not less than 50% by 2030 and 90% by 2050, measured against a 2005 baseline.

Requires the Department of Natural Resources and Environmental Control to update Delaware's Climate Action Plan by December 31, 2025 and every 5 years thereafter, with provisions for public input, consultation with state agencies and local governments, and consideration of equity in implementation.

Creates a Technical Committee on Climate Scenarios to evaluate and update sea level rise, temperature, and precipitation scenarios by December 31, 2024 and every 5 years thereafter to inform climate planning.

Mandates all State agencies to incorporate the greenhouse gas emissions reduction targets into regulations, procurement decisions, infrastructure planning, and building operations, and to procure products and services with lower greenhouse gas emissions when practicable and cost-effective.

Requires the Department to report to the Governor and Legislature every 2 years beginning December 31, 2024 on the State's progress toward climate goals, including agency vulnerability assessments, emissions reductions activities, and policy barriers to achieving targets.
