Repeals § 908(6) of Title 10 regarding the Judicial Council's authority to classify Court of Common Pleas positions and exempt certain employees from the state merit system.

Amends § 5903 of Title 29 to exempt all judges and employees of the state judicial branch from the Executive Branch's Merit System of Personnel Administration.

Replaces the previous exemption that listed specific judicial positions and Court of Common Pleas employees with a blanket exemption for all judicial branch employees.

Recognizes the Chief Justice's constitutional authority to establish and administer a separate personnel system for the judicial branch.

Becomes effective six months after enactment for all current and future judicial branch employees.
