Establishes Chapter 66D requiring all buildings (except 1-2 family residential units) to implement testing and inspection programs for HVAC Fire Life Safety Dampers and Smoke Control Systems to prevent fire and smoke spread.

Mandates Fire Dampers, Smoke Dampers, and Combination Fire/Smoke Dampers be inspected and tested once after first year of installation, then every 4 years thereafter (every 6 years for hospitals), using visual inspection methods per NFPA 80 and NFPA 105 standards.

Requires Smoke Control Systems be tested semiannually (dedicated systems) or annually (non-dedicated systems) to verify airflow quantities and pressure differences are code compliant across smoke barriers, air makeup supplies, and exhaust equipment.

Establishes qualifications for inspectors, including state/local fire department personnel or technicians certified as HVAC Fire Life Safety Technicians under ISO/IEC 17024 standards and employed by contractors with workers' compensation insurance.

Imposes $100 daily civil penalties for non-compliance, requires building owners to submit Certificates of Operation to Municipal or State Fire Marshal within 30 days, and mandates public posting of inspection verification in building lobbies; deficiencies must be corrected within 30 days.
