Removes the term "drugless" from the definition of chiropractic and expands the definition to include treatment of neuromusculoskeletal and soft tissue structures beyond just vertebral subluxation.

Adds new definitions for "chiropractic supportive care" (continuous, interval-based treatment for chronic pain or disease) and "medically necessary" to establish standards for insurance coverage.

Prohibits insurance plans from denying coverage for chiropractic supportive care on the basis that it constitutes maintenance therapy, effective for policies issued or renewed after December 31, 2023.

Clarifies that insurance plans cannot have annual or lifetime numerical limits on chiropractic visits for back pain treatment and establishes that copayment/coinsurance amounts must not exceed 25% of the chiropractor's fee.

Makes technical amendments to conform existing law to the Delaware Legislative Drafting Manual and requires the Insurance Commissioner to adopt regulations establishing utilization review standards for chiropractic coverage.
