Concurs in a constitutional amendment proposed in the 150th General Assembly that adds race, color, and national origin to § 21 of Article I of the Delaware Constitution.

Amends § 21 to explicitly declare that equality of rights under the law shall not be denied or abridged on account of race, color, national origin, or sex.

Represents the second legislative step required for constitutional amendment; the first step (SB 191 in the 150th General Assembly) was already adopted by two-thirds vote in both chambers.

Requires a two-thirds affirmative vote in both houses of the General Assembly for passage per § 1 of Article XVI of the Delaware Constitution.

Once passed by the 151st General Assembly, the amendment becomes part of the Delaware Constitution, bringing Delaware in line with at least 15 other states that have added similar race and national origin protections to their state constitutions.
