Expands Governor's Energy Advisory Council from 16 to 25 members to include representation from economically/environmentally overburdened communities, renewable energy, solar, wind, energy efficiency, and environmental/public health interests.

Repeals requirement for council to develop implementation plans for the 2003 "Delaware Energy Task Force Report" and instead requires the council to provide recommendations to the State Energy Office on updating the Delaware Energy Plan and Climate Action Plan every 5 years.

Adds Executive Director of Delaware Sustainable Energy Utility as a designated member and allows most ex-officio members (Public Service Commission Chair, Public Advocate, Weatherization Assistance Program Policy Advisory Council Chair, Transportation/Natural Resources/Agriculture Secretaries) to designate representatives.

Increases appointed members from 9 to 15 and restructures their terms: 5 members for 3-year terms, 5 for initial 2-year terms, and 5 for initial 1-year terms, with subsequent appointees serving 3-year terms.

Requires council to submit annual reports by January 31st each year to the Governor, legislative leadership, and General Assembly, with copies to Legislative Council and Delaware Public Archives.
