Requires all new and renewing rental agreements for manufactured home community lots to include provisions for private water system testing that complies with community water system standards under Title 16.

Mandates landlords report water testing results to tenants, the Division of Public Health, and the Department of Justice's Manufactured Housing Ombudsperson in a timely manner.

Requires landlords to have on-site wastewater treatment and disposal systems emptied and serviced by a licensed Class F liquid waste hauler at least every 3 years.

Mandates independent third-party inspections of wastewater systems when serviced, performed by Class H inspectors for systems under 2,500 gallons per day or Class B/C designers for larger systems.

Requires landlords to report wastewater system inspection results to tenants, the Department of Natural Resources and Environmental Control, the Manufactured Housing Ombudsperson, and applicable local government within specified timeframes.
