Extends the timeline for Alternative Routes to Teacher Certification (ARTC) program participants to obtain standard certification from 2 years to 3 years of teaching.

Requires ARTC participants to hold a bachelor's degree from a regionally-accredited college or university and complete at least 24 credits in their content area or pass an approved content-readiness exam.

Mandates ARTC participants obtain acceptable health and criminal background clearances and secure employment in a full-time instructional position before entering the program.

Requires participants to complete two summative evaluations using a state-approved educator evaluation system, with no more than one evaluation being unsatisfactory, before obtaining standard certification.

Repeals a previous requirement (subsection (c)(4)) without specifying its content in the amendment text.
