Creates the Omnibus School Safety Fund to provide funding to public and charter schools for school safety projects beyond existing Delaware School Safety and Security Fund allocations.

Eligible school safety projects include installing bullet-resistant glass, screening individuals and bags at entrances, installing key card access systems, and installing video cameras on school property.

Schools must meet eligibility requirements including submitting an application, employing at least 2 full-time armed security staff, and selecting a vendor for their proposed safety project.

Appropriates $65 million from the General Fund in Fiscal Year 2023 to establish the Fund, with unencumbered money not reverting to the General Fund at fiscal year end.

Secretary of Department of Safety and Homeland Security administers the Fund and may adopt regulations to approve additional school safety projects beyond those specifically listed in the statute.
