Removes the Judicial Council structure from § 908 of Title 10, which previously oversaw organization, procedures, and employment decisions for Court of Common Pleas staff.

Amends § 5903 of Title 29 to exclude all judges and employees of the state judicial branch from the state merit system and classified service.

Consolidates judicial branch employee personnel administration under a single unified system governed by Judicial Branch Personnel Rules rather than maintaining separate rules for different courts.

Preserves existing bargained-for employment rights currently held by judicial branch employees under the Merit System while simplifying administration through one consistent set of rules.

Becomes effective six months after enactment for all current and future judicial branch employees.
