Expands the definition of "race" across multiple Delaware Code sections to explicitly include traits historically associated with race, including hair texture and protective hairstyles (braids, locks, and twists).

Defines "protective hairstyle" to include braids, locks, and twists in employment, housing, education, insurance, public works, and other discrimination statutes.

Applies the expanded race definition to discrimination prohibitions in employment, fair housing, education, insurance, jury selection, county appointments, and public contracts.

Makes technical corrections to Delaware Code language to conform with legislative drafting standards, including grammatical updates to existing anti-discrimination provisions.

Addresses documented disparities where Black women are significantly more likely to face workplace discrimination or be sent home for natural hairstyles.
