Amends § 1466 of Delaware Code to create exemptions to the large-capacity magazine prohibition for manufacturers and transporters producing magazines for out-of-state sale

Exempts persons who manufacture large-capacity magazines with intent to sell them to persons outside Delaware from the prohibition on manufacturing, selling, or possessing such magazines

Exempts persons who ship or transport large-capacity magazines on behalf of manufacturers selling to out-of-state buyers

Enactment is contingent upon passage of Senate Substitute No. 1 for Senate Bill No. 6 of the 151st General Assembly; if that bill is not enacted, this Act does not take effect

Addresses operations of a Georgetown-based firearm magazine manufacturer employing approximately 90 workers that produces magazines in various round capacities
