Prohibits political subdivisions (counties and municipalities) from enacting or adopting sanctuary policies that limit communication or cooperation with federal immigration authorities.

Defines sanctuary policies as orders or ordinances that restrict officials from verifying or reporting immigration status, or that grant illegal aliens lawful presence or status in violation of federal law.

Makes political subdivisions ineligible for state funds and grants if they enact or maintain sanctuary policies until such policies are repealed or no longer in effect.

Requires governing bodies and police chiefs to provide written notice to law enforcement officers of their duty to cooperate with state and federal agencies on immigration law enforcement.

Allows any state resident or General Assembly member to request the Delaware Attorney General issue an opinion on whether a political subdivision violates these provisions.
