Proposes amendment to Article VIII, § 11 of Delaware Constitution to require three-fifths majority in both houses of General Assembly to impose or levy any tax or license fee.

Adds new provision requiring political subdivisions of Delaware to obtain General Assembly consent before imposing or levying taxes or license fees, also requiring three-fifths majority approval.

Preserves existing provisions allowing General Assembly to increase tax rates without limitation to meet debt obligations for principal and interest payments when revenues are insufficient.

Exempts any taxes or license fees already authorized by General Assembly prior to the amendment's effective date from the three-fifths majority requirement.

Requires approval by two-thirds of all members elected to each house of the General Assembly to pass this constitutional amendment.
