Establishes the Delaware Education Right to Know Act requiring all Delaware public schools and charter schools to notify parents, guardians, and stakeholders at the start of each academic year about opportunities to express opinions to school boards or administrators, including dates, times, and protocols for submitting concerns.

Requires each teacher to be available to meet with parents or guardians of their students at least once per academic year prior to the midpoint of the school year, with superintendents and charter school heads having flexibility in determining timing and method.

Mandates all public schools and charter schools create web portals providing public access to course syllabi, descriptions of instructional materials and textbooks, school policies on violent incident communications, and information about health care services and parental notification procedures.

Requires schools to respond to information requests within 10 business days by providing access, denying access with reasons, or explaining additional time needed; fees for materials shall match those in the Delaware Freedom of Information Act.

Allows citizens denied access to school information to file suit in Court of Chancery within 45 days, placing burden of proof on schools to justify denials, with courts authorized to award attorney fees and costs to successful plaintiffs unless the action was frivolous or harassment.
