Requires all Delaware school districts and charter schools serving high school students to administer civic knowledge assessments in both grade 10 and grade 12 covering U.S. constitutional history, government principles and documents, and citizenship rights and responsibilities.

Allows schools to determine the form and manner of assessment administration, and permits use of the United States Citizenship and Immigration Services Test to satisfy the requirement.

Schools must issue certificates of recognition (developed by the Department of Education) to students achieving perfect scores on the civics assessment.

Requires schools to report to the Department of Education by November 30 each year with assessment type, student participation numbers, passing grades, and course information broken down by grade level.

Department of Education must post assessment resources, study materials, and annual reports on its website and submit yearly reports to the Governor and General Assembly by January 15, effective beginning the 2023-2024 school year.
